Dear Dr Panigrahi,

Thank you for your email.

I owe you an apology, as I mistakenly said that you needed 5 signatures in order to get your petition into the queue.

I now realise that it should be 5 more signatures beside yours – so the threshold for getting your petition into the queue is actually 6.

I attach a link to the relevant information on our site as well that confirms this here - https://petition.parliament.uk/help

I am relatively new to the committee administration, and mis-read the information – and I am truly sorry for this.

I hope that you will be able to find one more signatory, and then your petition can enter the queue for checking.

Kind Regards,

Monika

Dear House of Commons Petition Committee

1. Thank you for your email yesterday, as attached: FrHOCPetitionsCommittee(Queries raised by Kevin in Daily Bulletin website relating to my PetitionFinalClarificationProvided)12Nov2024.docx.

2. Accordingly, with Jill Jesson and Allen Jesson's signatures this morning that I received notification of, we have reached the target of the 5 Signatures required for what may be a preliminary assessment by the Team to determine if it can be published. This is why I have clarified the evidence in my previous email that you seem to be discarding as irrelevant for the Committee's purposes. I would like to Team to reconsider this along with the full expanded justification hereby submitted that I have now used to gather together supporters to the Petition for two short paragraphs allowed in the website is not sufficient to give the full background, as follows (please let me know if this is not permitted by the rules):

'I have been resident in the United Kingdom since the age of 15 (I am now 67 years old) and it is a country that I love. However, there is not something perfect about it apart from Nature. We know that Britain had several hundred years of colonial rule and I see that as having been a very good part of the role that the United Kingdom was instrumental in bringing the world together such that everything in terms of science and technology emanated from it. Today humanity lives with greater comfort and prosperity across the world that our forefathers could not imagine possible. However all that came about from not having a Written Constitution to serve the people of Great Britain itself. It does not have a Constitution written or unwritten. The buck does not stop anywhere when it comes to responsibilities and accountability of individuals and institutions. This results in what people conceive of as being institutional corruption from top to bottom. But it is nothing of the kind. People are very decent at heart. In fact someone like me who originates in India has not seen more courteous, and good people anywhere in the world.

But the people are suffering inside because there is no Written Constitution. It has tremendous shortcomings when it comes to addressing the needs and welfare of the people. I have experienced these over the past 26 years of continuous litigation to bring people who I saw as having terrorised me, but the Courts are powerless to do anything about it because the State is operated by hidden powers secretively as if it still is living in the glorious colonial age. In my assessment mental disorders are directly a symptom of having to live under no Constitution in a country. Crime will also be significantly lower with a Written Constitution.

It is time for the change to happen within the United Kingdom. The steps that are required have to go through the democratic process, so that the transition is totally non-violent.

It is not sufficient to find out what is wrong with society, one has to diagnose correctly and then prescribe the appropriate medication to treat the injustices, the lack of truth and the lack of democracy in the United Kingdom.

I have done the hard work of just that, now it is for the people to decide.

I have started my second petition at the House of Commons Petition Committee to persuade parliamentarians to develop a Written Constitution for today's needs. I need 2 more signatures for the Committee to take an initial look at what is proposed.

So I will directly get to the point. I need your support to sign the attached Petition: FrPetitonsCommitteeHOC(Action required on Petition for a Written Constitution in the United Kingdom for governance)4Nov2024.docx.

Shantanu'

3. Please therefore channel this email to the Committee sifting through the queue into which our Petition has now entered.

Yours sincerely

Dr Shantanu Panigrahi (Petitioner)
