1. I am continuing with my consultations as Leader of The Conservative Libertarian Party of the United Kingdom for the appropriate procedures to be implemented in the House of Commons for the consideration of an amendment to the Constitution of the United Kingdom as attached: ToReformUKLabourGreenLibDemsConservatives(CLAIM E35YM660_PROPOSAL FOR A WRITTEN CONSTITUTION)18May 2024.docx.
2. I would like all-party support for a debate in the Chambers for a Written Constitution accordingly.
3. The views of the Reform UK Party are represented in the attachment: ToReformUKParty(PROPOSALS TO AMENDMENT TO THE CONSTITUTION OF THE UNITED KINGDOM)18May2024.docx.
4. Please let me know the procedures, if there are any other than petitioning the Houses, that I need to follow to make this debate possible with the justification provided.

THE CONSERVATIVE LIBERTARIAN PARTY’S PROPOSAL FOR A WRITTEN CONSTITUTION
The Conservative Libertarian Party of the United Kingdom has on 17 May 2024 become a Republican Party, for reasons set out here:
The reason that there is no written Constitution in the United Kingdom is that Monarchists facilitate the Monarch to become Dictatorial from time to time in the course of history which will be fine if that is what the majority of the population actually wish but it should be explicitly written into a Written Constitution. People are then fully informed on what to expect from their government.
The change from unwritten to a written Constitution will not enable the Head of State to discharge his or her duties secretively from behind the scenes away from the public eye. The role of the Constitutional Head of State which would be hereditary from the existing Royal Family but Parliament must decide what it should be whether limited (Ceremonial) or unlimited powers.
The Constitution must clearly outline the relationship between the Ceremonial Head of State and the Parliament (House of Commons).
The House of Lords should not be abolished.
The Written Constitution should be put to an initial Yes/No referendum of the population initially; and if there is a Yes decision from the electorate to have a Written Constitution all subsequent Amendments to the Constitution when these take place through Parliamentary approval first must go to another referendum.
The Written Constitution should be prepared by a Select Committee of the House of Commons charged with this role, and Document prepared must be subjected to a vote in the Chambers and then the House of Lords.
The Head of State should be known as the ‘Lord/Lady President’.

Thank you for a prompt and much-appreciated reply which drew my attention to the necessary structures of any new Constitution that results for this day and age in a Written Constitution.
I should also have added a final statement to the document which is 'The proposed Head of State should be known as Lord/Lady President.' This would render the Head of State to ceremonial duties over the House of Lords such that the House of Commons stays fully independent of the Lord President.

However the principles of our constitution are unchanging. Ultimately, the British people are sovereign. That sovereignty is invested in parliament every four/five years. It is also invested in our common law system where the Jury plays a critical role. The separation of powers is also a key principle. Legislature, Executive and Judiciary should be independent of each other. This ensures a system of checks and balances that strengthen our democracy. Since Brexit, the UK has become a sovereign nation again. There should be no interference in this process from unaccountable foreign courts. Therefore, Reform UK is committed to upholding these principles.
