ENGLISH PARTY
ENGLISH LIBERAL DEMOCRATS APPEALS PANEL
We understand that you may wish to appeal to the above panel. In order that we may first decide whether we are the right body to consider the issue you wish to raise, we ask that you complete the form below as succinctly as possible.
1. Name: Dr Shantanu Panigrahi
Address: 3 Hoath Lane, Wigmore, Gillingham, Kent ME9 0SL, United Kingdom.
Telephone: 07967789619 E-mail:shantanupanigrahi@yahoo.com
Party Membership Number: 24041198559
2. The details of the Party body or officer/s with whom you are in dispute (with names as necessary): Mr Paul Farthing (SELP Chair) and Mr Mike Dixon (CEO Lib Dems)
3. The grounds for your proposed appeal (n.b. the Panel will not simply re-hear your case): I am informed that my attempt at rejoining the Liberal Democrats on 1 April 2024 was refused for internal Party reasons that despite me seeking clarification it was not provided and I was blocked from communicating with Mr Mike Dixon on ‘WhatsApp’ and from Mr Paul Farthing. So, there is clearly a dispute that requires examination under this Appeal for my membership of the Liberal Democrats to be restored.
During my previous membership of the Liberal Democrats, I was being terrorized by State authorities to try and boot me out of the country, to incarcerate me in a mental hospital or frame charges against me for allegedly sending malicious communications and for stalking individuals and institutions or the United Kingdom. I was arrested and in the end no charges were made against me in a criminal court.
While I understand the English Appeal Panel’s preliminary decision that the Party does not exist to provide pastoral care to its members, what was at stake was truth or how the State operates in a Surveillance Society that I felt should be considered as a policy decision.
With the passage of time the full details have now surfaced. I have come to realise that we in the United Kingdom need a written Constitution that will prevent State-organised terrorism by monarchical elements who do not see eye to eye with those with principles of truth, justice and democracy.
I have accordingly started a petition at 38 Degrees: https://you.38degrees.org.uk/petitions/develop-the-united-kingdom-into-a-republic?share=8a114320-847a-4402-8bd8-64505a169bb4&source=email-share-button&utm_medium=socialshare&utm_source=email
If this is not acceptable in the way it is presented please suggest to me what the policy of the Liberal Democrats is for the next best thing in my estimation which would be to have a written Constitution that can be amended from time to time as things change; as discussed here: https://chng.it/kLjNpKy52T in a petition at Change.org.
On receiving the English Appeals Panel’s preliminary decision, I contacted the Local Party in the South East as linked here: https://www.thelibertariandemocrats.com/forum/liberal-democrats-uk/i-need-to-re-apply-to-rejoin-the-liberal-democrats
It is unjust and immoral to say the least that it would not engage with me in discussions and redirect me back to the Standards Officer for a review of its Preliminary decision.
4. The ruling that you would wish the Panel to make in your favour: Permitting me to submit a Fresh Application Form under this Membership Number to rejoin the Liberal Democrats Party.
Please return this form within fourteen days to: Standards Officer at standardsofficer@libdems.org.uk, or by post to Office of the English Party, LDHQ, 1 Vincent Square, London, SW1P 2PN.
If it is decided that your case does fall within the remit of the Appeals Panel, you will be asked immediately for further information and a date for your hearing will be fixed.
Please state here any dates that you will not be available:
Please note this extract from English Party constitution article 9.6:
9.6 Any decision of the Panel shall, subject to any right of appeal under the Federal Constitution, be final and binding on all concerned. The Panel shall publish any decisions, which, in the opinion of the Chair, are likely to be of value as a precedent.
5. Date: 4 June 2024 Sign: S. Panigrahi
